Who will establish rule of law in Jharkhand?

One Kiran Devi w/o Late Rabindra Prasad Retd. Typist Civil Courts Giridih Jharkhand running from dead pillar to dead post for payment of retirel benefiets of late husband.She moved the employer District Judge Giridih reminded him/Law Secy Govt. of Jharkhand has been requested sevral times and matter has been brought to the notice of the then Advisor to Governor of State Mr.R.R.Prasad I.P.S.Retd.D.G.Police but nothing has been done. Lastly Kiran sent a affidavited petition duly stamped to the Highest watch dog of state the Lokayukta of Jharkhand but unfortunatly after a lapse of more than two months Kiran is not been able to get justice. Some time back supreme Court observed"Judiciary is repository of peoples faith last hope last ray.The office of Lokaukta is headed by a Retd. Judge of High Court Can Kiran get justice soon.
