The high court of Jharkhand has been pleased to direct all the Principal District and Session Judges of State including the Judicial Commissioner of Ranchi to direct all the subordinate judicial officers to dispose of cases relating to senior citizens pending in their courts. With utmost care, in sensitivity there is a clear direction from Hon'ble Court to dispose of cases of above category within four months and dates were adjourned preferably day to day. In the light of instruction issued from hon'ble court, copy of letter has been submitted before one judicial magistrate, 1st Class at Giridih Jharkhand, to pass necessary order in a 20 year old case relating to a senior citizen since four months back but unfortunately nothing has been done. The prosecution is not taking any interest to produce witnesses in judicial court, even the prosecutor is not appearing for state. The matter has been reported to the SP Giridih, for production of witnesses, even then no progress as yet. The district level monitoring committee has been upraised by the presiding magistrate as he told this to defense counsel. Some time back in the year 2009 at vigyan bhawan New Delhi regarding the pend ency in judicial courts, it was observed in presence of PM of India, Chief Justice of India and Union Law Minister of India. "State is the biggest litigant". I hope expect and trust, every one who is connected with the judicial system, whether he is a judge, prosecutor, lawyer, judicially staff and others, try to establish rule of law otherwise time will come when people will debate the functioning of Judicial Courts [subordinate courts] in the country or at least in the state of Jharkhand.
